I don't think if there's a certain organization where you can report some issues regarding that. How about reporting it on your local government or some organizations involve on animal care.

Since i am not sure where you are living and how it works in your country i would say : ask the people from the animal shelter. They are well-informed about these kind of topics. I am sure they are willing to help you.
